While Rivet City should've been fine since it's relatively close to the Potomac, the route to the Jefferson Memorial is wedged between a couple of Super Mutant outposts that would make life hard for water caravans if it wasn't for the backing that the BoS provides. It's what she tried to do with her collection of Vault-Tec memorabilia, but House was actually successful. Also she's sort of a fangirl over him. Not as much as with Vault-Tec or the mythical Vault Dweller, but she admires the talent and ingenuity that went into RobCo engineering. Her best friend in the wasteland is her trusty Pip-Boy 2000, and she spent a lot of time mastering all of the security vulnerabilities in RobCo operating systems in order to access sections of old Vaults that often hide a lot of goodies. The capabilities of the Platinum Chip wowed her a bit.

Jacoren and the Vault 101 Overseer honestly weren't bad people at all. Their games like to present them as assholes but they did bad things for the sake of the Vault. It makes sense from Jacoren's perspective to not want V13 residents to aspire to be the next Vault Dweller merely because he was successful, because not all of them will be and plenty of them will die in the wasteland. You're supposed to go upstairs and use the secret tunnel under the Overseer's office to get to the Vault entrance. From there you only have to face two guards with batons, who conveniently leave you alone once you step outside the Vault door.
Fallout 3 looks so much better without the green tint. I always keep the weather in NV but FO3's weathers are just terrible.

Fallout 3's open world sucks in comparison to New Vegas. You begin in the middle of the map and the game doesn't tell you where to go once you've left the vault. You can go anywhere and do anything you want. While that sounds fine initially, it makes it so that every zone feels too easy to conquer because of the predictable level scaling, because they had to make it so players didn't get filtered if they went the wrong way. NV tells you immediately where you can go. You can follow the southern route and begin a long trek through the desert, or you can skip the journey and find a way to make it past the deathclaws or cazadors in the north, of which there are many even if they're not immediately obvious. I'm playing the game again through TTW and I'm bored out of my mind even with difficulty mods.

So they rape people, enslave people, and (debatably) eat people, but I guess they have safe roads — that's a plus. The Enclave, the Master and Cobra Commander also would've probably had safe roads if they won.

Power armor training is common sense, of course a piece of hardware like mechanized military combat armor would require training. The entire concept of the NCR ripping the joints from and reducing the amount of armored plates to allow the armor to be worn by untrained shock troops is what is retarded. They are essentially using power armor without the frame or power core. This means the features and control system visible from the HUD inside the helmet is likely disabled as well. A proper suit of power armor gives the user enhanced strength, increased mobility, protection from falls, a sophisticated overlay to stay updated on the state of the armor and their surroundings, a massive resistance to damage, and more. The NCR's "power armor" has only 1 of these features, resistance to damage, but that has been reduced not only from its ability to resist raw damage but its ability to avoid damage too. Realistically NCR power armor would be more of a hinderance than anything as it is essentially reduced to glorified medieval plate armor
