He is a perfect replicator, but he clearly is not a perfect applicator, yet he equates these as being one and the same. It explains why he failed to beat Tomoro in episode 20 despite watching Kyo and Seraphy fight in episode 14: he cannot fully apply what he saw in that fight to Monodramon because the relationship is one way. Raito does not perceive his Digimon as his equal, just a tool to get stronger. It's a completely different relationship to Gekkomon & Tomoro, with that Digimon constantly doing things of his own accord. Monodramon probably needs permission to even smile, that's how subservient he is to Raito.The most interesting bit about the Azhdarmon battles is that Raito distinctly improves his control of his Perfect Digimon between the events of episode 19 and episode 20 before succumbing to the black e-Pulse. In its debut Azhdarmon is out of control immediately, but because he wants to prove to Raito that Raito IS a genius, Azhdarmon complies despite it clearly overwhelming him. The Digimon gets a good few hits in on Murasamemon and unsurprisingly (given he's Tactics) dodges the tactical attempt by Tomoro/Kyo, but from that point completely loses it and kills Tinkermon. By the next episode, although it's clearly still hurting, Azhdarmon is evidently more aligned with his Owner and displays a level of self-control that wasn't there in the previous episode. Only when Armalizamon Death Roll Presses the entire arena to confuse Azhdarmon does Raito snap at this upstart trying to outperform him and once again loses control of his Digimon, before being defeated when coming to the realisation about his one-way relationship with Monodramon.

I never understood digimon physical strength. In Pokemon it is pretty clear that something like a Charmeleon is simply stronger than the average human and physically dangerous to be around if upset.
