It sometimes feels like a self-inflicted issue with mainly the popularity contest winners being constantly pushed, which can be understandable in a marketing aspect, but it means other characters get left behind. Thing is, when the fans of the popular girls inevitably leave, all that’s left are the neglected units that rarely got a chance to shine, so they end up selling way less. And since they have less content, the average surface level player would pay them no mind. I would even count characters like Ichiko, Yanagi, Nikaido, or Carole in that regard, despite being in a ton of squad leader merch. Memoria-wise, they don’t have as much compared to Wakki or Yuina. Though that may be because the squads Maeda is mainly in charge of will be the focus of the main story.

Thinking on limited units, the best that comes to mind that can be used as comparison are idol game gacha like Love Live (RIP). These games have limited units but multiple groups. However, each unit per group are fewer than what HBR started with, and they are released at different times from each other, giving each character batch plenty of focus before the next one’s turn. This differs with HBR, since the entire main story has already been drafted and they seem to have a clear vision of what happens from the beginning. It would be nice to see other units get a chance to shine in HBR, but that seems unlikely with how they seem to be relying on popularity votes, thus leading to lull months unless chars like Aoi get another Memoria.

Though that itself can be an issue for more hardcore fans, where characters that get too much focus may end up being written oddly overtime or people develop fatigue. Meanwhile, neglected characters stay in a sort of blissful filler zone where they’re kept as is, underdeveloped but at least entertaining. Fan works are a good indicator, when it’s not general pinups, less popular squads tend to get more loyal fan-artists that hyperfocus on them.

The game also seems to be running on Star Wars logic where the box office sales were quite low, but they focused on having merch sales. HBR releases a lot of merch on the side, and also makes money off concerts and albums.
