The only stat Mesa really needs is strength, she uses it pretty well, and you can get it very high while still staying positive on duration and efficiency. I just checked, and I'm at 145% duration (could be 10% higher but my Narrow Minded isn't maxed), 105% efficiency, 368% strength on my regulators. Because Regulators treat ability strength as % damage and not its own modifier, you can use your entire loadout to boost the % damage, crit chance, and fire rate of Regulators and that leaves you a lot of room for unconventional stuff. Mesa really uses Secondary Fortifier well, both for the survivability and also the unique damage multiplier against eximus.
