Can buy smokes daily and lures are a BP like 5 quests in. Plus the cloak is a quest item, im certain of it. If not, I am sure it comes already learned and all you need is a level 3 bench.

It's the in-between of the Stitcher and Bobcat to encourage freegros to actually build a kit and since it takes medium ammo you can run it with a Renegade with 400 ammo and have your long and medium/short range fully covered with one ammo type.
