Show what life is like in the Legion territories for non-combatants. Caesar talks about permanent Legion settlements but since we never get to experience them we only really have the perspective that comes from the most aggressive militaristic parts of their culture. It would be like your entire impression of Americans being living in Afghanistan and meeting soldiers off base.

My issue every time I attempt a Legion playthrough that you go to the camp and meet people there and it's just "hey look at slaves suffering" and if you play as a female courier there's clear rape threats happening to you. Makes it very hard to sympathize. In general the game makes a sort poor attempt showing the Legion punishing people who are genuinely evil. Raul makes references to how the Legion wiped out gangs in Arizona and while I understand why the Legion would leave the fiends alone to cause chaos in the NCR, if some similarly horrendous gang was killed by Legion it would kind of soften their image.

The general setting of the game also gives the NCR bonus points right off the bat because they are the already established force in the region. The Legion are invaders, bringing their military force. That instantly makes most people critical of them before the intro slides even end. The fact you never visit any Legion settlements or even really talk to more than a single Legion settler, does the faction no favours. Something as simple as like some sort social hub for support personnel in the Fort where civilians/traders/caravaneers were staying and could tell you even more about life in the Legion would help massively.

Bring back the original ideas from Van Buren like the Daughters of Hecate and have them engage in a civil war with Caesar. If you side with Caesar, the Legion stays a misogynistic, patriarchal military dictatorship. If you side with Hecate, the Legion becomes the female-dominated inverse.
Make it so that Caesar's (or Hecate's) plans for the Mojave isn't to turn everyone into slaves, and highlight that the only people who get made into slaves are usually lawless tribals and raiders with no moral code, rather than civilized types.

Have it so that Caesar breaks character around you more often. If you pass an INT check, he could take you to a secret hideout away from the eyes and ears of his Praetorians, and tell you something like:

Give him a High Priestess wife. Whether they actually love each other or not is irrelevant. Having her as a character involved in "civilian affairs", rather than militaristic ones helps to provide a different perspective. The religiosity also helps to show WHAT and WHY people believe in Caesar more than a few lines about "his will is law". Also, there's a certain power in "The power of Juno/Minerva/Venus shall return fertility to the ground of the wasteland." It definitely is "breaking character", the rest of the Legion doesn't see Caesar as Edward Sallow. Only Joshua knew about Caesar before the Legion because he co-founded the Legion with him. The Legion see Caesar as the Son of Mars, blessed to lead a great triumph over the west. Even doubting Caesar's divinity can get you killed.
If instead, Caesar knew you weren't dumb enough to buy into the religious mumbo jumbo he teaches his soldiers, he should've been able to level with you and explain that he's making the best out of a bad situation and using an army of retards to bring peace and stability to the wasteland. It's lame that Caesar is able to have more in-depth political discussions with an enslaved Arcade than a high INT courier.

I like the Legion being misogynist, I think it makes them unique. That being said, it's still evil what they do and it makes them an unsuitable faction for general gameplay since it alienates the player and most characters. I think it would've been better if they gave more options to a female courier that made siding with the Legion worthwhile, like having a quest to replace Caesar with Hecate as I said before and/or explicitly suggesting that the Legion becomes slightly more progressive and less misogynistic as a result of the courier's actions.
You don't have to tone down the misogyny but simply have it so that the player can explicitly change it somehow. What would've been cool is if they kept the post-game content and added an NPC that thanks the female courier for inspiring Caesar to give women more rights and privileges.

Like sure, Legionaries can treat women as poorly as they like and it's handwaved by Caesar, but they can do that to anyone, including traders. Even the one trader in the game that fellates the Legion because they don't tax him as much, admits that a Legionary killed one of his pack brahmin and he was powerless to do anything about it.
Even Legionaries don't get a fair deal. Legionaries in Ancient Rome got service terms, pay, cash pensions, etc. They could retire peacefully after service with land granted to them from the state. Legionaries in FNV are expected to live for Caesar and die for Caesar, they cannot leave. They are effectively slaves, just like the women are — the only difference is that the men are valued for their combat prowess, and the women are valued for their reproductive potential. The Legion is a utilitarian society, almost exaggeratedly so.

I think realistically the Legion would be much smaller at the time of New Vegas because it's unrealistic that Caesar could conquer an entire state and everyone under it just decides to die for him, while their sisters and mothers become breeding stock for men of different tribes and ethnic makeup.

Having the player run through the area around Nipton, facing several different tribes of savages, only to later find it eerily safe among the crucifixions would definitely feel it, I think. However, I imagine fast traveling would undermine that setup. I think it'd need a more comprehensive map control system that what is achievable in the game, imho. Except that never happens. We never see any instances of someone volunteering to join the Legion, because there aren't any logical reasons to do so. Every soldier in the Legion is conscripted, their tribes conquered and their kin enslaved. They are not mercenaries.
There are maybe a few reasons for the player character (still way less than the other factions) to join the Legion but those are heavily dependent on your RP, and those reasons are typically exclusive to the player character like the Legion fast tracking you through their ranks, if you were a nobody the Legion wouldn't give a shit. These reasons are not applicable to 99% of the Legion.
Legion ideology states that the individual has no value to the state beyond what they offer to Caesar; as stated before, they are not rewarded with land grants or pensions. While they carry Legion coins, these coins can only be traded within Legion territory, and the things you can trade them for are minuscule and usually only basic things necessary for survival. I think it's clear these coins are mainly used to trade for provisions such as consumables — hardly living the life of luxury.

This makes it sound like everyone in the Legion just loooves Caesar because he provides whores for their sex addiction. In reality (and even in Fallout), most of the value in owning slaves comes from the ability to trade them. If every slave is property of Caesar, who exactly are Centurions trading slaves to? Quite simply, they aren't. So slaves don't really provide much value to a soldier that he can't get on the battlefield. Since the Legion are rapists they could just end up raping a random tribal or NCR trooper they find in the wastes anyway.

Arcade, as well as many of the Followers, know about his identity as Edward Sallow and yet Caesar not only keeps Arcade around as his personal physician if you enslave him, but also grants the Followers free exit out of the Mojave, something not offered by Lanius.
He also talks about his time in the Followers to the player, so he's not fully disconnected from it yet. It's clear that the "Caesar" act is just a front, he enjoys talking with other intellectuals like Arcade more than he does with any of his lieutenants.

I don't have much to add really other than what the anons before me have already said. FWIW, Legion priestesses are canon thanks to the official guide, so them existing and being near the front lines raising the child legionnaires alongside their instructors makes sense within the established lore already. I'll bring up one thing nobody here has yet though, the Legion is in dire need of actually likable and charismatic characters. Nearly everyone is either a gruff asshole and/or a complete sociopath, which makes it hard to sympathize or empathize with them. The Legion needs a Bitter-Root type character who has legitimate reasons to support Legion beyond what he was told during indoctrination. One of the Legion quest mods I recently played, Retribution, did this excellently.

Wouldn't the Legion consist of hot guys due to its eugenics? Spartans were known to be physical attractive due to their eugenics.

Perhaps I worded it poorly, but having animosity towards groups that you've dehumanized like citizens of the NCR makes it easy to brutalize them sure. And hating fiends, gangs, etc makes sense. The Legion's evil is sometimes over the top and almost performative. Some of this is writing, some of it is voice acting direction, and some of it is implementation (i.e. repeated/shared idle dialogue). Have you ever made a character whose race is different from your own? I tried just for a normal playthrough but couldn't really get into it, I project onto my characters too much.
I only see white OCs in these threads so I guess it's a common phenomenon? Maybe I'm just autistic

Does anyone else think that Bethesda always take two steps forward and four steps back with every design decision they make? Fallout 4's perk system would've actually been great if the game itself offered more opportunities to roleplay, and of course if the UI wasn't just a 10x10 grid. I feel like if you ported that system back into New Vegas removing some shitty perks like VANS, having Charisma replace Speech and if you brought back the NV flavor perks (like Terrifying Presence, Sneering Imperialist, etc), you could've actually had a pretty intuitive system for an FPS/RPG.

There's no real reason for there to be four orientation perks either, or even to have them as perks. You could've had one trait called "Sex Appeal", and that could've given you all of the flirty dialogue options but instead of just passing them, their success rate is gauged by CHR. Just because you have access to all of them doesn't mean you should pick them all the time, and maybe, just maybe, percentage-based speech checks (while awful in most scenarios) do have some justified application in certain contexts, just not for every speech check.

This abomination of food tarnishes the chain’s reputation and makes many customers angry but is ultimately not pulled from the menu. The New Lasagna simply exists alongside the “classic” menu items, items that have already been modified beyond recognition. Then the chain quietly pulls the “classic” lasagna from the menu entirely and begins advertising its bug lasagna as lasagna. A longstanding customer of the chain points out that the lasagna isn’t really lasagna, it’s artificial, tasteless, and low quality factory food to its core. The vegans reply that for people who want to eat meat, McDonald’s has a restaurant on the same street.
