A lot of their armours and the other boosters come out with secondary abilities or flavour text that just don't have any beat for beat reply from the ODST kits like how one of the diver armours have a power armour aspect with a funny warning over giving hugs or breaking doorknobs.There is also that matter of the divers and odsts are slanted towards different type of soldier roles where it might not be fair to compare what are a kind of all-terrain 'ranger' with a distant secondary interest in doing the scientific footwork of picking up samples hence all the sample pockets. ODST are pure urban and pure stealth. The extent diver armours outdo the odst can really be felt when you compare flavour texts of armours actually focused on stealth. Null Cipher or trailblazer sets include talk of sensor ghost fabric or being 'invisible' to all known species(SE propaganda ofc needing airqutes for overhype ofc.)

The big pain in the ass is that all the attachments you actually want are usually in those last 5.
