It's true that Medic is the best class in the game but there are few that can make him work to his fullest potential. Meanwhile, anyone can hop on Scout and do fine, though granted Soldier is probably still easier to play but that's fine because Soldier is fairly decent to play against.So while Medic is the best class, Scout gets the most favoritism from Valve, and thus only Snipers are allowed to one-shot him.
