Your top five leveled nikkes are automatically put into it and you can put in others to automatically sync in other nikkes to the lowest leveled of the five. Getting a nikke to mlb breaks their cap allowing you to level them 200. Once that is done, the device itself upgrades and you level that instead of individual nikkes. Starting out, do NOT spend any resources on leveling equipment. You can spread out the 3/day rental units to pad CP to advance normal mode if you're stuck. Level your academy first too, it multiplies your outpost output or gives access to other things. You'll eventually also get a free body selector and you should hold on to that thing as your synchro wall breaker.
