Devourer feels fine in keys/raid but I cannot think of a dps spec that feels shittier to play in anything approaching solo content or open world. I tried it while leveling for a second and it felt like it was something that fundamentally did not work for killing random mobs. Felt disgusting in a way any other ramp based spec doesn't.
