Depending on the DEF damage reduction curve, you get different results. Plus, these two damage mods work from different directions and stack multiplicatively with each other. As the general rule of thumb it's better to spread your damage boost across different multipliers, because you risk running into diminishing returns otherwise. If your character has, say, +100% elemental damage increase from passive skills, a disc with +25% elemental damage boost will only result in a 12.5% overall elemental damage increase, compared to no disc.
