They are impossible to dodge on reaction unless you're in the outer edge of the circle. You have to guess where he's going to shoot and he has to guess where you're going to dodge. So he'll miss a lot of shots but he'll eventually get you and it will feel like luck, because it largely is. The luckier he is, the faster he gets you. This is technically true of all killers because looping is full of 50/50 moments but Henry makes it far clearer because of how rapidly he can shoot.

You can slow down the down with an emp, making him put another camera is buying time, sometimes you can block the LOS of the camera. You can play around him similar to any killer running enduring brutal. If you know he's eager for the drop you can predict he'll swing through the pallet and win that 50/50 with a whiff. You can chain tiles, sometimes just dropping the pallet and letting him break it will buy enough time to get to a good window. You don't want to learn anything you just want to vent and you want validation for your pussy mindset that you can't do anything.
