In my experience, I've seen the lobby termination trigger only once and it was our jungler saying they won't gank bot, just like this, and the champ select got terminated. The other time our jungler literally said they are going to run it down in champ select, the lobby didn't get terminated and neither the game, no punishment to them for what I can remember even though they did run it down.
