The difference between Nega-Sonic & Girl-Sonic is that Girl-Sonic is just Sonic but female/girly/feminine, but Nega-Sonic negates all of the "Sonic-like" traits because of the Anti-Sonic traits, and that leaves only the intense passionate emotions without the Sonic-like personality or interests behind it. It was meant to be something relatable, something that connected to the youth of the time. Beyond that, the only mention until "recently" of the cards was a line in battle, where she was yelling to Sonic that the cards (and a dowsing rod) had told her that he was nearby. In other words, they were being used as a gag. She was never meant to have any kind of mystical power or fortune-telling ability. The entire point of her character was that she was so desperate for the kind of exciting life that Sonic had that she put in sincere effort and training to keep up with everyone else. She doesn't want to inevitably have Sonic be responsible for saving her every time, but that doesn't mean she hasn't already gone on adventures with him with more room for personal growth. Even in Superstars, Tails has to bail everyone out, which is still consistent with her needing to be rescued by others when SA1 rolls around. It still fits perfectly with her story in SA1.
