Since we're on the topic of tier list placements, I'm gonna say that Lulou Holou is rated too low. They probably have her down where she is because she is le inconsistent RNG character, but she does consistently provide alright buffs (guaranteed crit and keen), and none of her RNG effects are negative. 20% of the time she gives you a super echo or super flurry, and the worst thing she can do is a fat nuke. She's not amazing by any means but she's way more usable than most of w*nd's 9.5 roster (she's rated 9.2 on gamewith and 8.5 on kamigame respectively)
