Secondary Enervate is really good on AOE pistols, but for single target pistols it's worse than Cascadia Flare with Primed Pistol Gambit unless the weapon has like <= 13% base crit. Also, typing this out made me just realize I don't know if the punch through from Merciless Gunfight is enough AOE to make Enervate better than Cascadia Flare.

DE has already made anti-invuln methods like negating your skills or Roathe's baby's first raid mechanic. There's also ways to circumvent damage cap like with the tank's first phase weak points. It could be a puzzle with slightly randomized patterns. DE can make interesting encounters, they just don't want to.
Harrow looks cool but his kit feels very underwhelming and I'm not sure whats it meant to accomplish.
