If it were for the Roaring, unless a later reveal says exactly this, they'd be opening so many more fountains in areas the Heroes wouldn't check. The only thing gained from the sealing of Fountains is the SOUL gets stronger. We have seen its strength go up in real time, now it's Light is being used for more than the Fountains themselves. Now it's Light is strong enough to seal a Titan and do what is, essentially, closing Pandora's Box right after it was opened. Think about how many more fountains we have sealed with the release of ch3-4, it went from 2 fountains to 5 (Kris' House, Church Entrance twice because they forced Susie to open it again, and the Church Proper), plus a Titan.Toriel can be explained as the Knight needing to give the Heroes a reason to seak sealing further fountains, by revealing themselves as a real antagonist rather than having them just keep tripping into them like they were until the knight showed up. Its already clear they didnt actually want Toriel, as they do the slow tractor beam for her but use an eagle transformation to just nab Undyne and runUndyne, admittedly, I cant fully explain but I dont think its contradictory by nature. She does mention "Police Sacrifice", so maybe she needs sacrifices to keep alive? The Black Shard is proof that her form is breakable after all. Maybe it was just to try and keep the Fun Gang from opening the bunker and buying more fountain time. Maybe this wouldve been explained in 5 had they all been released together like intended
