Even the Umbral monument stages just failed to be interesting, they either just slapped on an annoying but not particularly hard or interesting mechanic ontop of a generic encounter, or in the one maybe slightly interesting encounter they removed your perfect dodge so that you actually had to bring a team that could stun or put status on the flamethrower guys so you could take them out without issue. I still wouldn't really call that actual encounter design but at least it requires more than 2 brain cells I guess.
