When you want to compare say Luke to Jiyan you'd have to keep in mind that 3.x characters are in a school setting. Luke's design isn't bad for a doctor in a school, but it would be bad if he was supposed to be an army general like Jiyan. The school setting simply does not allow for a lot of wild designs and that context does matter. However, the designs of Mornye, Aemeath and Denia more than made up for that. The only 1.X character that comes somewhat close to that level are maybe Shorekeeper and Changli, but I can't think of anybody else atm
