Western horse racing is more profit driven. Not to say that keiba is clean of that, it's still a business after all, but western horse racing seems to put profit as the main priority. This includes stuff like:
1. Retiring a horse early/in his prime so he can go into stud, since that's where the real money's made. This isn't as common in Japan, which is why people were shocked that (they) retired Nox early like that - his entite team was still ready to race him, but alas.
2. Dodging races as to not "stain" a hors' record and lower their stud value. This could also stem from race bloat, like what's happening in the US or Australia. So you end up not getting that many memorable non-major GI race because all the strong horss just dodge each other until they HAVE to fight.
3. Gambling being the main focus of the racing organizations. You can see it in how different ads for keiba are compared to western horse racing ads. The JRA and NAR will be put the story and the horses front and centre, while most ads I've seen in the west seems to only focus on how easy it is to bet. Of course the JRA and the NAR also have gambling and that's one of the main aspects of keiba, but, as the current Minister of Agriculture, Forestry, and Fisheries said "most people going betting on racing do so knowing that they'll mostly likely just lose money" and not with the false expectation thay they'll win it big.
4. I don't know why, but western media related to horse racing would not stop focusing on the ningen instead of trying to tell a story with the horses instead.
