I'm pretty sure the burst system wasn't designed to upend the current meta, but was instead intended to fix the issue of SP bloat in the game. What I mean is that, if you're an oldglutti, you only really run into SP shortages on a couple of teams, and even then, usually not past the first couple of turns for the most part. You could see them trying to make SP usage more impactful over the last year with a few costumes, namely PF Refi, Olivier, and Tyr, but at the end of the day, it really only applied to a select few costumes. However, now with burst, even oldgluttis are more encouraged to ride closer to empty on SP which should make SP usage much more involved than it has been for a while.
