I think Luke wanted Destiny 2 to be kind of hardcore but also grindable to make shit easier. I would've expected he was the one that greenlit weapon crafting. But I think with sunsetting the idea kind of makes sense on paper but Bungie couldn't create enough new loot to replace what is sunset and the gear just isn't really designed for it because they aren't stat sticks. You look at Joe Blackburn though and the game became incredibly schizophrenic/bipolar under him. Under Joe the game become more hardcore with harder raids and "bringing the challenge back to destiny" but simultaneously was making shit more casual in terms of weapon crafting being easier to unlock and just being able to dump mats into guns to level them rather than actually using them as the bad luck protection system they were supposed to be. Joe also didn't really have a vision for Destiny he just maintained the status quo especially with seasons and when people told him to change it he just lied or just changed the name. At least under Luke Smith the seasons were actually pretty different from each other and were structured differently. It was basically after Chosen when it all went to shit when Luke was no longer in charge.
