Victor having three/four lives isn't the problem with him - it's that, in addition to these, he has heals on charges that ALSO purge effects. Even Skeleton King only had vampirism to heal him up, if he had a purge that removed status effects he would be ridiculously broken. That's all that needs to change on Victor to stop him from being a nightmare to balance - change how his self-heal works or replace it with another skill entirely. Hell, even removing the charges would probably balance it.

Silver is only regarded by le pros as SS+ tier and always picked in night shift purely because her bola cucks movement. That's it.
The issue with silver is that the problems that arise from her have nothing to do with the state of the game. In games with good players someone will say "guys focus silver before she ults" or "silver in our backline, focus her now" and she will magically die within the next 10 seconds. As a Paige main I am happy to say that I have finally made a gun build that has had a long win streak (I'm currently in low to mid Archon). Only peaked at high Oracle in the past. Split shot, express shot, gunslinger, and lucky shot work well again. Surge of Power on Plot Armor, Enduring Speed, and Fortitude to stay alive.

Silver is overrated because she either giga snowballs or just cant ult and gets obliterated. And she must dive to get value from her ult. A snowballing all in character either wins big or loses hard and is obviously way better in pro play where you can draft for something like that. If they buffed her melee damage in wolf form and nerfed her regular attacks so that the damage balances out she would have more counterplay instead of her double leap movement locking you and killing you with no counterplay.
