The red shoes matching Sonic seems to me to be, at least originally, just the design inspiration, and later became something in universe. Also, we don't see Tails before he met Sonic in Sonic 2, that part of the story is only mentioned in the manual, so it's possible that the idea was that he had different shoes before the start of the game. If Tails was already a Sonic fanboy before meeting him, I don't really understand why seeing him in person without interacting with him would have such an effect on him if he already knew everything about him, if he was already a fan then I would expect him to feel inspired already.
