Herrschers are kinda overpowered as fuck envoys of some kind of authority. It's death in case of Seele, but there can't be death without life so Vita told her that the title of Rebirth is more suited for how gentle Seele is.
Seele was already the Sage when Vita started to fuck around and she was way too strong for the whole team with her bullshit omniscience powers. That's why their only winning move was to create the imaginary energy singularity for someone to become the herrscher to counter Vita's powers. I don't remember why "Seele" had been rejected or if she rejected the power subconsciously herself, but Seele became one in the end.
