She is a function and that function is being Sonic's foil that checks him. Not to oppose him because there is a message to be gained from it but just to be a narrative counterbalance as co-protagonist.Sally as a character compensates for this by having a lot of roles in one character rather than being any 1 particular thing so she comes off like a Mary Sue if you insert her into the games.
