The fountain was made by Kris for Toriel. All the parental codes are symbolic of Toriel locking information away, and the beam the Knight used on her was probably related to what she knows somehow, either scrambling her memories, or possibly reading them since the Knight might actually know LESS than her. Toriel is visually linked to the purple areas in the school (where she works) and in her home because they look like the Ruins, which also implies a connection to the Titans because those areas have Titan eyes everywhere. The Titan theme is called GUARDIAN, Toriel was the "guardian" of the ruins in Undertale. It's also a double meaning: guardian in the obvious sense that she guards something (probably the shelter in DR, which is analogous to the ruins because shelter = Home) and guardian in the "parent/guardian" sense. Thus the parental lock symbolism which also ties back to Dess's disappearance. I think it's all foreshadowing a sort of "mother knows best" attitude on her part where she's fully aware not only of what's in the shelter, but also the meta elements of the setting like the "device" hence why both characters that we know recently arrived in town, Alphys and Susie, have links to her, and the two characters we know either left town or disappeared, Dess and Asriel, also have links to her. She might be something like a gatekeeper for the simulated world, which also explains why she adopted Kris. I really doubt she's evil or anything though.This is a theory that feels unreal to me, but there's just so many odd connections scattered around that I find it hard not to believe it at least a little bit. I'm surprised it's not a more popular theory at least.
