So casting speed 1 will be right at the start whereas 9 will be at the end. This can get really important in wizard duels. For example, a spell like Spook which is naturally speed 1 can be used to CC mages before they can cast anything if you're fast. Improved casting speed opens up the range of spells you can quickly punk people with. However, normally you're still limited to one spell per round. Where it goes nuclear is 9th level spells where you get "Improved Alacrity." Improved Alacrity means you can ignore rounds and simply cast spells as fast as you can finish them for two rounds (twelve seconds). I'm sure you can see why that gets powerful with casting speed stacking.
