You have to admit it. Because we're not getting new versions, every PES is solved now. This game has no real skill expression because you're always at the mercy of RNG but everyone is pretending that you aren't. Drastic ruleset changes are not welcome by managers because they want to keep winning with less effort. You can't anger them too hard unless you want an autofest.
Based on tictacs alone you wouldn't tell apart most of the teams and that's because, surprise surprise, winning is fun and losing isn't fun.
It's a different era, the era of tryhard, and the only way to end it is to change the game entirely, which is not gonna happen. There are no alternatives, or maybe there are but the effort you have to put into it is infinitely bigger than to just keep running the known and proven PES tournaments.

As someone who has actually dug through the PES exe's, you wouldn't be able to do it on a per player basis. It'd have be global for all players, or at least by position, unless someone is willing to dedicate multiple months of work to designing a system to sideload AI rules. That said, I have considered diving into the AI in the future if the need calls for it, but I also believe that leaving parts of the AI unknown is part of the charm of the cup. If boiled it all down to a concrete systems of well defined rules it would lose some of its magic.
Small tweaks here and there to fix things like broken keepers on 16 might be possible though, and could be interesting.

There are also other things unrelated to the AI that can be yet still be done to PES to keep things interesting though. Keep an eye an /ag/ league

Yes my understanding is that PES uses a Master Match Director system that hands instructions to each player instead of each player having it's own brain.

I mean, yeah. Mementum is the biggest issue, combined with the PES ignoring any changes on most versions outside of 17/19. I think that fixing this would make most versions enjoyable, since that would make even a fun, non-meta export viable when a manager can adapt it on the fly. Fixing specific version retardations for players would be nice too, but it will kill the random aspect of the game, not to mention that it will probably make everything else worse, judging by the past patches.

Tecmo 4CC was an entertaining novelty while it was around but the issue with that was that despite fun things happening in the games there's simply too much customization that was lost for it to be a long lasting thing. I know SDA did his cricket series and it was the only thing that got me to understand that damn sport but I doubt we want that much of a jeet audience. Realistically the closest sport we can get to that's compelling is racism but that only stays compelling with a full grid. I think if you had to boil down people's main issue with PES and what they'd want out of the game/series as a whole if they could eliminate everything that sucks about the AI though, it would be that they'd want every match to be competitive, and for their team to play consistently in all matches. Or at least as close to as many matches as possible to be competitive.
Blowouts fucking suck to watch even if /yourteam/ is the one doing the blowout.
Matches where one team just dominates the entire half and then the other team completely dominates the next half (i.e momentum and such) also suck to watch especially when you see it happen over and over across every PES version.
The matches where it also looks like only one team plays competently and the other looks like drooling retards is not entertaining either.

Managers also want a PES that is responsive to livemanaging. This is where the request for consistency comes in. It's not that your team should always play 100% consistent the same all the time on their main gameplan across every match, otherwise that would be boring. Rather it's that when your team isn't playing like they should, livemanaging should at least have a noticeable impact on the match.
This is one of the reasons why 17 is widely considered the best version of PES from a managing perspective.

If you take a look at the matches that are voted to be the best ones of each tournament in the cup they'll pretty much all be competitive back-and-forth matches, sometimes with many livemanagement changes.

When the gameplay is solid and the managers look like they're playing chess against one another is when PES is at it's best.

Yes.
VGL23 and VGL24 were also on PES17 and using the same ruleset. VGL25 is the one where they introduced a different ruleset to try and fix people's complaints about 23 and 24 (specifically PES17 longball) but it just made games slurpier and way more defensive and longball didn't even really get fixed that much.

With PES15 specifically it goes beyond the already bad AI. Working with it is just all around pain, and the final product being as it was yesterday doesn't help
