It's possible also (and I didn't mention this) that they introduced the system not because it exploits the average person or the average whale, but because it is exploitative to the average player based on observed player behavior data they have that we don't have access to, in which case there probably are plenty of normal (i.e. non-whale) players who might benefit from the change. But I do think they have reasonable data to back up making such a change, since it is directly connected to the profit they earn from the game.
