NPCs around town talk about it, like the manticore and the bunny sisters, so it's not just Toriel's perspective. He's recovered since then, but as soon as the investigation comes back into focus, he starts acting the way he did back then. It's not like Asgore is super evil and abusive, he's truly a nice man and a loving father, but he lost his shit for a while because of the investigation. Even Toriel recognizes this which is why she's cordial when speaking directly to Asgore, prays for his wellbeing, and waters the flowers he gives her. She also seems to blame Carol for encouraging his investigations and holds so much animosity towards her that she won't mention her by name and Juicegraves Rudy for being snarky about it.
