So the reason this system feels like shit is that the chance of GUARANTEEING two students with 200 rolls worth of pyro is drastically lower In the new system your chance to guarantee two students is 24.50% - this is the chance to get one student in 40 rolls. If you get your first student anytime after that, you can no longer guarantee getting both(Without the extra tickets, there simply was never a point where you'd be guaranteed to get both within 200 rolls, even if you got your first student on your very first roll, you could still go over to 201). In the old system, the chance to guarantee both students is the same as simply getting one, or 75.46%. If we consider "the good outcome" getting both students both students within 200 rolls, then the chance to get the good outcome is ever so slightly higher in the new system. This is the logical choice. For the smart player the new system is obviously better, and in the long run the extra flexibility from banking pity and free rolls carrying over to new banners will continue to skew the odds in their favor.However, it feels like the system is massively worse for the... devs. Basically, because because players are discouraged from rolling too much due to the chance of securing the good outcome being lower the more you roll, combined with the pity carrying over removing the reason to go to 200 to not "waste" the recruitment points, means that players will generally be rolling less. It feels like it's way more likely someone would buy a pakeji when they're 20 rolls from spark, than if they still need another 200 rolls or more for a guaranteed outcome and they can just bank their investment in the current banner.
