You can develop new weapons and components for your ships giving you an edge compared to the other countries. As for crew, you only need to add crew compartments until you hit the recommended number of crewmen. More important in your design is where you place certain components, what armour, what kind of guns. You can also design landships and fortresses.

So the vital ones need to be crewed like engines, buoyancy, command and guns, then you need some crew to move resources like coal and ammunition arround. After that there's also jobs like repairing and putting out fires. There have to be paths in your ships I have the pathing overlay opened in the image. It's pretty easy to make a working ship, you just don't need to get carried away with things. Ships need to be specialized for a purpose and you don't need to have all modules. The trick is to keep the upkeep costs down unless you are the biggest empire, then you can afford a few costly ships.

At the minimum. That's what you'd call an assembly. The round must fit. If it's larger, it won't fit, will it. If it's smaller maybe the striking pin won't reach it. If it's loose and still somehow fires it will definitely not fly where you want it to fly. Basically you're not going to fire a 10mm out of a pistol designed to accept 9mm or other way around but a 9mm can accept a cartridge of appropriate 9mm dimensions that has a different payload/bullet. Hollow point. Full metal etc. If the pistol is designed to allow for a conversion as in being able to replace one part designed for it for a different one it could now accept 10mm but that's rare and almost always be design and not improvisation.
