I know this sounds stupid as fuck but I think Ralsei is, like, the concept of reverence for the prophecy itself, born from the Grand Fountain when it was first made by whoever was responsible for it. As in, he is the idea that the prophecy must be followed made manifest, meaning he quite literally only exists to make sure it happens in a self-fulfilling, uh, prophecy.
