In general off banners are less powerful in kernel than standard and after a decent amount of rolling dupes become a serious hazard in kernel since they don't give yellow certs which stunts the cyclical yellow cert-to-tickets refund economy of rolling in standard/limited banners. You can still buy the kernel ops with 180 yellow certs and a random pool of them are offered to pick as the shop op every 3 months in the kernal locating banner.
