Ignore whatever else you get in the process. Blues are bait and aren't much better than non blue, and you'll pay an exorbitant cost to keep them. In your case, you'll be paying 20-40 or even more rocks just to get 4-5% more elemental damage from the blue vs a non blue. Its not worth it. The only time its worth it to lock out of sequence is black lines because they legitimately are a huge bump in stats. However I'd say even then only do it for an element black line (attack is a diluted stat from other buffs) and only if you've already got a locked 3rd line and it happens to appear in 1 AND the character is hard meta. Otherwise just let it go because again, 10% more element is not worth paying 50-100+ more rocks when that's an entire other character worth of overloads. It might feel bad but focus on the actual number, not the line color, and you'll see its not worth it 99% of the time.
