Ulatek will not get nerfed because this is Blizzard's ticket to milking the vast majority of shitters for bonus rolls. By the time .5 is out a new power creep is introduced most shitters would probably still not have have finished bonus rolling Ulatek and Altar.The underlying problem is that the more weeks a guild is unable to kill Ulatek the more vast the gap will be between them and people who are hoarding myth gear from the last 2 bosses. If you don't progress mythic it's perfectly fine and you shouldn't care since the raid has 3 unbreachable walls for normal human beings - Twin Fangs, Altar and Ulakek. These bosses will require a mountain of nerfs before mid-late CE guilds can do them regardless of ilvl or stacking raid buff.
Overall, midnight's spec design feels the most hit and miss that I can remember. I have never played a bunch of stuff and thought "wow this is nice" and "wow you raped the entire class" in the same expansion so often as Midnight.

healers should be tanky via cooldowns that can be used externally on their team while having very few/no personal defensive as the trade offwhile they have them they should be unkillable and as they use them up it opens the healer itself up as a target, having them be softer in general without compensation leads to even more degenerate burst centric comps where a healers value is primarily measured in snap CC and immunity cooldowns the problem right now(last season) is its more efficient for them to heal themselves and they have extremely effective personal cds ontop of their externals so they feel invincible to most of the gamethe easiest fix is to add more skill into the most important class in that specific mini gametanks have no place outside of bgs and even there its dubious since they are just a DPS that can be completely ignored
