Papa kirijo actively was suppressing SEES until Makoto made so much progress he had to. Its because of her persona awakening being like a sin, where he never could have a normal daughter even with her position. Like Strega, he too hoped that the war with Tarturus would never end or progress. It also makes sense since Ikutski was the only person older in the Kirijo group that wanted shit to actively happen, they knew he was off and dumped him there to baby sit.
