There was a demo, and immediately after the feedback that everyone hates the new Chadley that they doubled down on, they announced that you'll be able to level up to the recommended after a certain point in the story. So I think it's pretty obvious that they already made the game, it's already set in stone, they're not changing anything, the entire middle of the game is just choreslop, and for all the people who just want to finally get it over with and play Final Fantasy VII, you can skip the 100 hours long "mid game" Chadley MAI shit and just auto level up and do the final descent. They clearly designed the layout of the game around people completing checklists, and it wasn't until the demo that they finally admitted to themselves that most FF players don't want to play infinite pointless grind MMO Ubisoft shit in their single player Final Fantasy game.
