But you can armor strip annoying enemies like those necramites in descendia. and prob some others too. I was running secondary fortifier on my secondary before. Circumvent is much more convenient. It's 5/5 on frames with shit survivability. (No tanking, no healing, no i-frames, no DR, no status cleanse/ immunity, can't go health tank, forced to play shield gate). It's not so impactfull on frames that can generate their own overguard or teams that have a dante permanently giving everybody 60k overguard. On everybody else it's 3/5 or 4/5. Depends on how much you value the armor strip for the particular build that you're running. But it's real strength is that it is just one arcane slot. That makes it extremely efficient.
