I think what really is fun about the scarlets are how kinda like the defias brotherhood. As the player levels up so do they. Undead players will fight and deal with them until the tutorial zone is over. They come back to fight them again around levels 30 to 40. The scarlets start wearing better looking armor much like the player at this point. You dont see them again until max levels in which they also look the part of being elite level enemies in an endgame dungeon. You grow with them a little bit longer than you do the defias or almost every other human enemy faction. Besides who?

As you+your friends do this, those you recruit can be told to also do this, and you can build up your ranks that way.Worse to worst, and I mean near-worst case scenario, you hit 60 and only have enough people at/near 60 for 10m raiding to begin with. This is still fine, because there will be plenty of time until spring to keep building up numbers, maybe coordinate with another 10m group for 20m, to participate in 40m Onyxias, to still do battlegrounds, to still go about in 60 dungeons specifically to hunt down new recruits, etc.Basically, play the game, have fun, and add "considering recruitment" to those aspects of your gaming.

My personal take is just to avoid discord recruitment, as I think direct, in-game recruitment will get you better odds of getting the like-minded guildmates you're after. I also only refer to the worst-case of only having 10 people as only having those 10 at 60, ready to step into raiding, while the rest of the guild would still be leveling. This just means expect to 'only' be able to progress at 10m raiding (worse-case scenario, again) to start with, then return for your next generation of fresh 60's as they finish leveling and start the dungeon-running process themselves in order to build up from the initial 60's. For a lot of folks that aren't going to aim to hit 60 within the first 2-3 weeks, a guild is more of a name and a smaller, less 'intimidating' pool of players to ask "Hey, does anybody want to do [dungeon/battleground/group quest]?" than General/Trade chat.

And we're talking about vanilla balance here. Most classes don't have emergency defensive cooldowns and there's no resilience, so burst is king. This is why hunters are so good. While you're slowly spreading slow-ticking dots one by one (that can be dispelled) the hunter is prepping an aimed shot+auto shot+arcane shot combo that will evaporate the health bar of the most vulnerable player in the enemy group, killing him before his healers can react and creating an insurmountable numbers advantage for the hunter's group. I really like warlock and I mained one in classic 2019, but I figured out after a while that the dot playstyle doesn't perform that great in vanilla's environment, at least in group pvp. Although spriest might be pretty decent now that they have the mind blast into SW:D combo to secure kills with.
