The goat head is a good character trait, even if it probably was for something really stupid like everything billy fights for. It connects billy to the supernatural and thus the ritual . The current crop of characters seem to emphasize little to the supernatural and more about New York itself, especially modern New York. It kind of makes sense given the map update to make it look even more like the modern city and not the old city.
