At this point I think the reason chapter 5 didn't progress the plot at all outside of giving us 1 code and setting up chapter 6 with Rudy's death is because the story Can't progress without Noelle, she Needs to be there for any important events because a ton of them either relate directly to her or her family and yet the game seems to be allergic to her actually being important.
