D might be special in that he had some control over resisting the take over. Where Talia accepted it and made a deal. Her mind remapping may have been more extensive than D's.their relic appears to be a huge upgrade from V's, where it no longer cares about converting the body to look like the mind's original body. It only cares about quickly removing control of the original host with or without consent and getting right to editing brain structure. Sure, he had bigger fish to fry, but at the very least V should be fighting off Arasaka hitmen and enforcers from time to time and that just doesn't happen.
