They don't want to do anything but SS / BS + Eviscerate. I played rogue a lot and sap was always not "really" worth using. It took time to stealth over because of how slow you are so people never really bothered waiting for it and ontop of that sap could fail and knock you out of stealth then your out of stealth in a pack of mobs that all aggro to you. With other CC like sheep you can cast it in combat and its ranged, if you could sap a target in combat it would be different since the tank could pull as you're sneaking over so he doesn't have to wait for you and then you can sap him as he passes.

The warrior class was a mistake. It occupies too much design space by being every single "guy who fights". Its like D&D fighter and barbarian both rolled into one Notice how every class added is some magic cuck? There is no design space left for conventional fighter classes.
