Liberating a city or mega factory should reduce the base HP of a planet. As it stands with Choepessa, it decaying back to zero with the cities captured leaves it as a big 3.2 million HP bar grind that can't be sped up with city captures. It's such a half baked, awful system.

The optimal loadout I've found for borgs and the Vox machines is an Eurptor with some non-util ballistic secondary. Gems can vary but an orbital laser, one of either a rocket/mortar/autocannon sentry, AT of your choice, and a solo silo make the vox spam incredibly easy to handle.
