That's what happens when your site manager is also involved with everything else. Feature creep is more than just bloat, it also means nonsense like this when they just keep adding more shit to the site without actually auditing anything.

That being said I agree with you. there isn't really any documented pass abuse going on so I feel the penalty they set is a bit harsh for an imagined crime
