What MMO should I play if I want to talk to randoes and chill? Not like sweaty raiding. Preferably with a buff class I can help my party members

Nobody plays MMOs just to chill anymore, they are only about either getting BiS as fast as possible or ERP. Anybody who tells you otherwise is a shill. At best you can join a raid/erp group and try to chill/make friends with those people but you will have to also sweat or erp alongside that or they will have no realistic reason to interact with you. Play something else. I know it sucks but it is what it is. If you just want to play something purely for the off chance that you will get some human interaction, then unironically try Roblox.

the point of MMOs was supposed to be talking to people in dungeons, not "not talking to people, running linearly through hallways to the boss, play dodge the circle, repeat 200 times until you get x item"
I understand you need a vehicle for the chat room but weren't the xp grind grounds enough? I don't see the point if it's just diablo but you sometimes talk in chat and call someone a slur because they didn't stand in the circle/stood in the circle/didn't remove the debuff/removed the debuff/etc ad nauseum

Your best bet is probably some older mmo that's still hanging around with a low but dedicated playerbase. They'll probably be happy to see new people join and take the time to teach them the ropes.
There was a video about a nearly dead mmo a while back which basically revived it through exposure, but I forgot the name. Maybe check out some of the games the mmodventure guys in /vm/ have played.

not sure about the current state of the game but gw2 always had a lot of people in map chat in the starter and endgame zones. very casual friendly game. so casual I'm not sure buffs are even necessary unless you're doing raids, fractals, pvp, or dungeons (iirc no one has done dungeons in years except maybe for dailies if they have those still). find a nice chill guild and it is a very comfy game.

OSRS is extremely social. There's no buffing in the classic sense, but you can absolutely help people out by doing stuff for them that they're not high enough of a level to do for themselves.

You need to join a guild for that experience. Ideally play a MMO without Groupfinder (so no WoW and WoW-clones). Trying to start a conversation during solo-queue matchmaking slop content only gets you votekicked. Strangers aren't your friends.
Albion is pretty good. It has no Groupfinder because full-loot PvP makes it tough to group with strangers. You can play as a Healer or Support.
