The string you probably want to search for is "(ckey) started the game as" which should catch anyone that joins the round (including observers) and shouldn't provide false positives for people joining multiple times via midrounds or what have you

You need people to want to play sec at all. Bomber might be a pain in the ass from time to time but he also plays a very effective HoS and that's great for encouraging other people to play sec - it's no fun being the only redshirt on the station and having a giant target painted on your back with no backup or support forthcoming. When you can scream ":s help bar maint" knowing that two other seccies are going to be converging on your location you're a lot more willing to sign up than if you're reduced to "; help bar maint" and hoping that whoever shows up is going to take pity on you instead of being an antagonist or grayshit who will loot/behead/absorb/nugget you.

This server has so meant so much to me off and on over the years, but I could die tomorrow and few would even remember me in weeks time.

The few times I've been completely at peace with the world has been playing my autistic spaceman game with a few like-minded individuals, having a fun and silly time. VG is so fucked and dead I recommend a very radical idea. Nothing is going to improve with the people who made the server like this in the first place.
So admins should be decided by a raffle and you get admin for 1 month. To participate you need to be in the top 100 most active players. If you want to be an admin you have to play the game. This boosts the player numbers while at the same time not chasing away players who look at the admin list and see yvvel and kromkar.

The admins can admin as they see fit and in very severe cases of admin abuse you will have a headmin come in and remove the admin.
Every month would be different and some months would be better than others. Eventually after maybe 12 months you would get a really good feel for who the good admins and who the bad admins were.
The current system doesn't work. You have terrible admins and they can't be removed at all. You don't even know what damage they are doing to the server because you have nothing to compare it to. You can't compare the player numbers under yvvel versus player numbers versus leon420, because yvvel is always going to be an admin and leon is never going to be an admin.
