Tooners, I actually unlocked Dandy for realHere's how to actually unlock him: Complete all achievements, get 100% research on every twisted, all masteries and reach floor 100 with every toon (not including event toons/twisteds), go to the RP rooms and play Twisted Dandy's Attack animation 666 times, then go on a solo run using Cloudy Dream Boxten (it has to be the Cloudy Dream skin) using only the Dandy Plush trinket and ignore Dandy until he gets enraged, when he does the elevator will take you to a special secret floor and if you survive you'll see a special animated cutscene and you'll play as Dandy for the rest of the run, then you have to get to floor 100 again with him and you'll have unlocked him permanently
